Discussion The sales surtax renewal program at Pinewood Elementary School includes resources in year 1 for additional HVAC work and security enhancements. In preparation for summer construction, Planning & Project Management engaged Cape Design Engineering Company for the design under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. In addition Heard Construction, Inc. was engaged for preconstruction services (subcontractor bidding and development of the Guaranteed Maximum Price (GMP)) under their contract for construction management services. During the site visit, it was noted that the canopy over the play area had considerable corrosion and should be evaluated. Cape Design Engineering Company also provides structural engineering services to the District, so their team was asked to evaluate the structure. Their evaluation determined that the structure has moderate corrosion and has sustained substantial (as defined by the 2020 Florida Building Code) damage. Further, repair of the structure to its pre-damaged condition would not comply with the 2020 Florida Building Code. Consequently, the replacement of the canopy structure is being incorporated into the planned summer construction project. Because of the 12 week lead time for the metal building, Heard Construction, Inc. has proposed an "early works" GMP. The early works GMP includes only the procurement of the metal building and some associated management time. The GMP for the remainder of the renewal project (including installation of the canopy, HVAC and security improvements) will be submitted at a later Board meeting. Heard submitted the early works GMP in an amount not to exceed $118,578.24 under their continuing contract for construction management services. Following Board approval, the District will issue the purchase order for the metal building under the owner direct purchase (ODP) program. This project will be funded with capital. Administration and permitting costs for the entire renewal project are estimated at $10,000. Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.
