The 2014 sales surtax program included $5.7 million to construct canopies over the walkways to and among portable classrooms. The plan developed in 2014 included covered walkways to 211 classroom portables at 45 schools. Currently, the District has 259 classroom portables at 53 schools (including South Pine Grove).

The District issued a Request for Qualifications (RFQ 20-447-Q-DR) for the project and the project was awarded to Canaveral Construction, Co., Inc. (Canaveral) at the March 10, 2020 Board meeting. 

Based on our experience with the District-wide security project, staff requested that Canaveral submit a pilot preconstruction services proposal for two schools (Endeavour Elementary and Cocoa High School) in order to better assess the level of effort that will be required for the planning, design and preconstruction work. This work has been ongoing since the Board approved Canaveral's pilot preconstruction services proposal in April 2020.

The pilot project has allowed the District team and Canaveral to determine the appropriate level of effort for design and permitting, which has substantially reduced the design costs for the District-wide project. The intent, which has been accepted by the Building Official, is to utilize standard details for installation (already developed) along with the pre-engineered canopy design provided by the manufacturer. The engineer-of-record under the design build contract will review each design and provide additional services only when necessitated by field conditions. In addition, the team has been evaluating other ways to reduce costs that include confirming classroom use of portables and determining the most effective route to the portables to reduce the length of the canopy. These items will be coordinated with the affected principals.

Based on the pilot project, Canaveral has submitted the District-Wide preconstruction services proposal in an amount not to exceed $217,925.54 under their awarded design-build contract (RFQ 20-447-Q-DR) for Canopy Covered Walkways at Relocatable Classrooms. This proposal includes preparing all of the permit documents for each school, coordination with District and site-based staff and preparing the construction Guaranteed Maximum Price. Preconstruction administration and permitting costs were previously budgeted.

The estimated rough order of magnitude construction cost for the District-wide project is $8.5 to $9 million. The Independent Citizens Oversight Committee has been briefed on the project, including the likely need for additional resources.  The ICOC will be updated at their February meeting and will be requested to consider the additional funding for construction from the 2014 sales surtax resources still available. 

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

 

 

 

Recommendation

Authorize the District-wide preconstruction services proposal in an amount not to exceed $217,925.54 under the design build contract with Canaveral Construction, Co., Inc. (RFQ 20-447-Q-DR) for Canopy Covered Walkways at Relocatable Classrooms.
