The Guaranteed Maximum Price (GMP) for the 2014 sales surtax facility renewal project at Manatee Elementary was approved by the School Board at its January 28, 2020 meeting and the project was constructed over summer 2020.

The GMP utilized all of the sales surtax funds allocated in the Sales Surtax Funded Detail Report (Attachment F) and an allocation of the sales surtax revenue over the $198 million program target previously recommended by the Independent Citizens Oversight Committee (ICOC) in the amount of $400,000. The scope of work did not include chiller replacement.

The development of the sales surtax renewal plan included recommendations on investment of anticipated revenue from the 2014 sales surtax over the $198 million program target. The recommendation approved by the ICOC at their August 19, 2020 meeting included an allocation of $551,500 for the replacement of the chiller at Manatee Elementary as a supplemental project at the school. Chiller replacement was recommended in the facility assessment for Manatee Elementary.

The Board approved the recommended sales surtax allocation and the preconstruction services proposal for the chiller replacement project submitted by Canaveral Construction Co., Inc. at its December 15, 2020 meeting.  Based on the design prepared by DDC Engineering, Inc. as part of the preconstruction services, Canaveral Construction Co., Inc. submitted the Guaranteed Maximum Price (GMP) in an amount not to exceed $674,171.87 under their continuing contract for design build services. The project will be funded through the approved sales surtax allocation and capital. Budget remains available for administration and permitting costs.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

Recommendation

Approve the construction budget in the amount of $674,171.87. 

Approve the Guaranteed Maximum Price (GMP) submitted by Canaveral Construction Co., Inc. in an amount not to exceed $674,171.87 under their continuing contract for design build services
