Discussion The sales surtax facility renewal project at Cocoa Beach Jr./Sr. High School constructed last year included chiller replacement, chilled water piping, parking lot lighting, HVAC, controls, electrical. and student station power/data. The team subsequently recommended replacement of a second chiller and other central energy plant equipment. The Independent Citizens Oversight Committee approved the allocation of additional 2014 sales surtax resources ($600,000) at their February 17, 2021 meeting for the additional work on the central energy plant. This allocation was subsequently approved by the School Board on March 9, 2021 and the work has been completed. Through the commissioning process, the Cocoa Beach Jr./Sr. High School Facility Assessment and consultation with Plant Operations and Maintenance, additional HVAC component renewal work is recommended. The scope of the work includes replacement of outside air dampers and adding bipolar ionization to fifteen air handling units, replacement of two roof top units as well as related chilled water piping, valves and electrical. One transformer is also being replaced. The work will improve indoor air quality and energy efficiency. Canaveral Construction Co., Inc. has submitted a preconstruction services proposal in an amount not to exceed $1,035,932.90 under their continuing contract for construction management services. The proposal is based on a design prepared by DDC Engineering, Inc. under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. Administration and permitting costs are estimated at $10,000. The project will be funded through unallocated 2014 sales surtax and/or capital specifically budgeted for HVAC projects. The Independent Citizens Oversight Committee will consider an allocation of up to $1,050,000 from the 2014 sales surtax over the $198 million program target at their February 16, 2022 meeting. Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review.

Recommendation Approve the construction budget in the amount of $1,045,932.90 for the Cocoa Beach Jr./Sr. High School HVAC renewal project. Approve the Guaranteed Maximum Price submitted by Canaveral Construction Co., Inc. in an amount not to exceed $1,035,932.90 under their continuing contract for construction management services for the Cocoa Beach Jr./Sr. High School HVAC renewal project.
