The Melbourne High School HVAC system is decentralized with six chiller plants throughout the campus at various stages of remaining life. Three chillers were replaced in 2017 and one has a few more years remaining. The two chillers serving Buildings 1, 7 and 18 are reaching the end of their useful life and have had ongoing issues for the past year affecting the learning environment. In order to provide stable air conditioning, Plant Operations and Maintenance rented a temporary chiller in August large enough to cool these spaces. Numerous attempts to restore operational reliability, both in-house and contracted services, have not been successful, so replacement of the chillers has become urgent. Initial discussion with a primary chiller supplier indicate more than a year before a new chiller can be manufactured and delivered.

The District contracted with TLC Engineering Solutions, under their continuing contract for mechanical, electrical plumbing and fire protection engineering services, to design the replacement system. Because of the extensive lead time on new chillers, the School Board approved the early works Guaranteed Maximum Price (GMP) submitted by Wharton Smith, Inc. on December 13, 2022 for preconstruction services and chiller procurement under their continuing contract for construction management services in an amount not to exceed $807,295. Wharton Smith, Inc. has submitted the GMP for the balance of the project which includes installation of the chiller and other related HVAC equipment in an amount not to exceed $398,553.  Administration and permitting costs have been previously budgeted. The project is funded through capital designated for HVAC projects. 

Board approval is required for purchase orders over $50,000. The standard form of the agreement has been used which does not require legal review. 


Approve the construction project budget and Guaranteed Maximum Price submitted by Wharton Smith, Inc in an amount not to exceed $398,553 under their continuing contract for construction management services for the Melbourne High School chiller replacement project.
