The sales surtax facility renewal and educational technology infrastructure project at Sunrise Elementary School is scheduled for summer 2020. 

Wharton Smith, Inc. (Wharton) has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $843,770 under their continuing contract for construction management services. The design was prepared by TLC Engineering, Inc. under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. Additional administration and permitting costs are estimated at $10,000.

The scope of the project is primarily controls, HVAC and student station power. Funding will be allocated by sales surtax categories based on the allocation distribution in Exhibit B attached. 

The estimated supplemental sales surtax funding ($270,000) for this project was approved by the Independent Citizens Oversight Committee at their January 9, 2020 special meeting. However, after finalizing the GMP, only $230,000 is needed.Approximately $32,000 in educational technology contingency will be used for the student station power scope of work. The ICOC will be advised at their February 19, 2020 meeting.  

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

 

Recommendation

Approve the total project construction budget in the amount of $853,770 for the facility renewal project at Sunrise Elementary School.

Approve the Guaranteed Maximum Price submitted by Wharton in an amount not to exceed $843,770 under their continuing contract for construction management services for the facility renewal project at Sunrise Elementary School.

Approve the allocation of up to $230,000 in sales surtax revenue over $198 million for the project.
