The scope of work for the 2014 sales surtax facility renewal project at Riviera Elementary School, completed in summer 2020, included  HVAC, controls and electrical renewal. Following the summer 2020 project, the system functioned poorly because the HVAC scope of work did not include replacing the original (1989) variable air volume (VAV) boxes which regulate the air flow and temperature in conditioned spaces.  The VAV boxes were replaced in summer 2021. The Plant Operations and Maintenance team has recommended that the chillers be replaced.  

Three bids were received for the replacement of two chillers. The low bid received was from Air Mechanical & Service Corp (AMSCO) in the amount of $261,095. Plant Operations & Maintenance will be purchasing the extended (years 2-5) parts and labor warranty from their operating budget in the amount of $19,880.

The Independent Citizens Oversight Committee (ICOC) approved the allocation of supplemental sales surtax funding (up to $400,000) from the 2014 program revenue over the $198 million target for this project at its August 18, 2021 meeting. Only $275,000 is needed for the project. Additional administration and permitting costs are estimated at $10,000.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

 

Recommendation

Approve the total project construction budget in the amount of $261,095 for the replacement of two chillers at Riviera Elementary School.

Award the bid to AMSCO in the amount of $261,095 for the replacement of two chillers at Riviera Elementary School and $19,880 for the extended (years 2-5) parts and labor warranty.

Approve the additional allocation of up to $275,000 in sales surtax revenue over the $198 million program target or the project,
