The District issued a Request for Qualifications (RFQ 23-956-Q-HD) for construction management services for the West Melbourne Elementary School for Science Classroom Building Addition project.  The project is based on the design by Tsark Architecture, LLC. Spiezle Architectural Group, Inc. Partnership awarded the design contract by the School Board on 1/24/2023 in response to RFQ 23-254-Q-HD. 

Nine firms submitted. Five firms were shortlisted, but one firm withdrew. Four firms were interviewed and ranked as follows:

1. Wharton Smith, Inc.
2. Ivey's Construction, Inc.
3. WELBRO Building Corporation
4. Hedrick Brothers Construction

The Selection Committee recommends that the Board award the construction management contract (RFQ 23-956-Q-HD) to Wharton Smith, Inc. as the top-ranked firm.

Wharton Smith, Inc. has submitted a preconstruction services proposal in the amount not to exceed $44,951.00. The scope of work includes coordination and collaboration with the District staff and the design team (Tsark Architecture, LLC. Spiezle Architectural Group, Inc. Partnership), subcontractor bidding and development of the Guaranteed Maximum Price.

The requested action is to approve the recommended award, authorize the execution of the contract and approve the preconstruction services proposal. Future Board actions will consider the Guaranteed Maximum Price for construction services.  The project is funded through educational impact fees. 

The standard form of the agreement has been used which does not require legal review.
