| Discussion The 2020 sales surtax plan includes structured cabling for educational technology at Creel Elementary School. Heard Construction, Inc. has submitted a preconstruction services proposal in an amount not to exceed $69,557.28 under their continuing contract for design build services based on a Design Criteria Package (DCP) prepared by District staff. Preconstruction services include design, subcontractor bidding and preparation of the Guaranteed Maximum Price (GMP) for construction. Administration and permitting costs are estimated at $5,000. Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.
