The School Board and the City of Cocoa Beach have previously entered into an Interlocal Agreement relating to shared use and development of the softball, baseball and soccer fields on School Board property as well as the student use of the adjacent City of Cocoa Beach facilities for golf, swimming/diving and tennis. An addendum was approved in 2003 relating to the skate park and an extension to the Agreement through 2040 was approved in 2015. 

The City has requested that the School Board consider a Joint Use Agreement relating to public use of the track. This Agreement would be similar to the Interlocal Agreement already in place with the City of Satellite Beach. Through the Interlocal Agreement, the City of Cocoa Beach will be investing $25,000 towards the improvement of the track and field facilities. In addition, the City of Cocoa Beach and  Cocoa Beach Jr./Sr. High School have been working with a community group that will further contribute to the cost of the track and field improvements.

The District will be improving the track through the 2020 sales surtax (resurfacing) and the capital investment plan (rubberizing). The balance of the track and field improvements will be funded by others, including the City of Cocoa Beach ($25,000). The design is complete and work is expected to commence in the fall. 

The City Commission will be considering the Interlocal Agreement at their August 19, 2021 meeting. 

 

Recommendation

Approve the Interlocal Agreement with the City of Cocoa Beach regarding shared use and funding of the track and field facilities at Cocoa Beach Jr./Sr. High School.
