August 24, 2021 Board Work Session/Board Retreat (Legislative Agenda and Board Governance)

The School Board of Brevard County met in a Board Work Session and Retreat on Tuesday, August 24, 2021.  Notice of the meeting was advertised in the Thursday, August 17, 2021 edition of Florida Today.  An affidavit of publication is available in the Board Office.

Russ Bruhn, Chief Stategic Communications Officer, gave an overview of the Legislative Agenda from last year and asked for feedback from the Board for priorities to submit to legislators this year.  He noted the 2022 Legislative Session Timeline. 

 

 Legislative Priorities for 2022 Identified by the Board

  1. PreK teachers to be included as classroom teachers, creating consistency between PreK and K-12 teachers
  2. Redefine “classroom teachers” to include all instructional personnel
  3. Wage Compression
    1. Minimum wage
    2. Teacher salary allocation
  4. Support for CTE Firefighters Program
  5. Request resources for District social workers and mental health experts

 

Board members requested to add a preamble to thank the legislators for supporting expansion of programs and literacy and early childhood education and invite the legislative delegation members to a luncheon on September 29, 2021 prior to the local delegation meeting.

 

Board members agreed to reach out to individual legislators to discuss the Board’s priorities in advance of the September 29, local delegation meeting as follows.

  • Ms. Campbell will meet with Representative Fine
  • Ms. Jenkins will meet Representative Sirois
  • Mr. Susin will meet with Senator Mayfield
  • Ms. Belford will meet with Representative Plascencia
  • Ms. McDougall will meet with Senator Altman

Board members discussed some changes  to Policiy  0169.1 Public Participation at Board Meetings and will put forward the following:

 

Accept public comments for agenda items before votes are made with the following time limits:

  • 1 to 10 speakers will be provided up to three minutes.
  • 10 - 20 speakers will be provided up to two minutes.
  • 21 speakers + will be provided up to one minute.

 

Speakers addressing other topics beside agenda items will be heard off air at the conclusion of business and Board discussion. Each speaker will be allotted up to one minute.

 

Chairman Belford asked for a recess at 11:05 A.M.. and reconvened at 11:15 A.M..  

 

Chairman Belford reviewed the School Board Working Guidelines which outlines expectations, standards and agreements Board members have with each other and with the Superintendent. Ms. Jenkins declined to sign the document as she did not feel it had validity to her relationship with the Board.

 

The meeting was recessed for lunch at 11:45 A.M. and  and reconvened at 12:29 P.M.


Chairman Belford went over the School Board Retreat presentation. 

 

Discussion regarding options for mask mandates and mitigation strategies took place.
