The sales surtax program included $5.7 million to construct canopies over the walkways to and among portable classrooms. The plan developed in 2014 included covered walkways to 211 classroom portables at 45 schools. Currently, the District has 259 classroom portables at 53 schools (including South Pine Grove).

The District issued a Request for Qualifications (RFQ 20-447-Q-DR) for the project and the project was awarded to Canaveral Construction, Co., Inc. at the March 10, 2020 Board meeting. 

Based on our experience with the District-wide security project, staff  requested that Canaveral submit a pilot preconstruction services proposal for two schools (Endeavour Elementary and Cocoa High School) in order to better assess the level of effort that will be required for the planning, design and preconstruction work. Staff will need to be heavily involved in this stage of the work in order to facilitate discussions with principals as to whether all of the relocatables currently used as classrooms are needed on a permanent basis. The sales surtax budget will not be sufficient to address all 258 relocatable classrooms currently deployed. The initial pilot project will help define the preconstruction level of effort, provide current budget estimates for the project and develop parameters for prioritizing or phasing the work. 

Although initially expected to be under $50,000, the not-to-exceed cost of the preconstruction services proposal submitted by Canaveral for the pilot project is $52,377.63 including contingency. Subsequent Board actions will include consideration of the preconstruction services proposal for the balance of the project as well as the Guaranteed Maximum Price (GMP) proposal(s) for the construction. Administration and permitting costs for the District-wide preconstruction phase are estimated at $10,000.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.





Authorize the preconstruction services proposal in an amount not to exceed $52,377.63 under the design build contract with Canaveral Construction, Co., Inc. for RFQ 20-447-Q-DR for Canopy Covered Walkways at Relocatable Classrooms & Other Select Locations throughout the District.
