When the sales surtax renewal plan was presented, the Board inquired about adding the renovation of open classrooms. This concept was discussed with the Independent Citizens Oversight Committee at its August 19, 2020 meeting and added to the program at an estimated cost of $2 million for three schools.

Wharton Smith, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $1,190,631 under their continuing contract for design build services for the renovation of the open classrooms at Creel Elementary School . The proposal is based on a Design Criteria Package (DCP) prepared by TLC Engineering Solutions under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. The scope of work also includes new flooring and classroom LED lighting Building 1 which are elements of the year 1 2020 surtax renewal plan.  Administration and permitting costs are estimated at $15,000. The project will be funded through 2020 sales surtax renewal as follows:

Although early in the sales surtax renewal program, sufficient revenue is expected to be able to fund the project. The project can also be partially funded through capital. The funding plan will be reviewed with the Independent Citizens Oversight Committee (ICOC) at its April 21, 2021 meeting.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

Approve the total project construction budget in the amount of $1,205,631 for the renovation of the open classrooms at Creel Elementary School .
