Discussion The sales surtax renewal plan includes funding for domestic water system renewal, sanitary sewer system renewal and student group restroom renovation at Saturn Elementary School. Additionally, there is frequent water intrusion into the buildings from a long-standing drainage issue that needs to be corrected. Wharton Smith, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $1,220,249 under their continuing contract for construction management services for the project based on a design submitted by TLC Engineering Solutions under their continuing contract for mechanical, electrical, plumbing and fire protection engineering services. Additional administration and permitting costs are estimated at $10,000. The project will be funded through remaining 2014 sales surtax funds allocated to Saturn Elementary School, an additional allocation of 2014 sales surtax funds included in year 1 of the sales surtax renewal plan and sales surtax renewal funds. Although the sales surtax renewal funding for the sanitary sewer and group restrooms is in year 2, combining this work with the domestic water project will be more cost effective. Anticipated cash flow will support this modification, which will be reviewed with the Independent Citizens Oversight Committee on April 21, 2021. Costs will be allocated based on the sales surtax categories. Board approval is required for purchase orders over $50,000.
