The scope of work for the 2014 sales surtax facility renewal project at Jupiter Elementary School, completed in summer 2020, included  HVAC, controls and electrical renewal. Following the summer 2020 project, the system functioned poorly because the HVAC scope of work did not include replacing the original (1991) variable air volume (VAV) boxes which regulate the air flow and temperature in conditioned spaces.   

Core Construction Services of Florida, LLC (Core) has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $714,193.94 under their continuing contract for construction management services. The design was prepared by Construction Engineering Group, LLC under their continuing contract for mechanical, electrical, plumbing and fire protection (MEP) engineering services. Additional administration and permitting costs are estimated at $10,000.

Supplemental sales surtax funding ($300,000) for this project was approved by the Independent Citizens Oversight Committee (ICOC) at its February 17, 2021 meeting and approved by the School Board at its March 9, 2021 meeting. Additional supplemental sales surtax funding (2014) will be considered at the ICOC's April 21, 2021 meeting.  The project can be funded through sales surtax or capital.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used, which does not require legal review.

 

Recommendation

Approve the total project construction budget in the amount of $724,193.94 for the facility renewal project at Jupiter Elementary School.

Approve the Guaranteed Maximum Price submitted by Core in an amount not to exceed $714,193.94 under their continuing contract for construction management services for the facility renewal at Jupiter Elementary School.

Approve the additional allocation of up to $425,000 in 2014 sales surtax revenue over $198 million for the project, subject to recommendation by the ICOC at its April 21, 2021 meeting.
