This Memorandum of Understanding (MOU) continues implementation of the Sheriff Trained Onsite Marshal Program (STOMP) in FY 24. The program is only for staff  intended to serve the District in the position of Specialist-School Safety and Security and does not allow for expansion to any other District staff. 

The Brevard County Sheriff has designed the program in accordance with the Marjory Stoneman Douglas High School Public Safety Act and referenced in that act as the Coach Aaron Feis Guardian Program, in accordance with the provisions of Section 30.15(k), Florida Statutes, enacted as part of Chapter 2018-3, Laws of Florida.  As stated in the MOU, the Sheriff shall implement the program in complete compliance with statutory requirements, at a minimum, utilizing a Florida Criminal Justice Standards and Training Commission model.  The Sheriff shall use Florida Department of Law Enforcement (FDLE)-certified Sheriff's Office resources, instructors, and facilities to accomplish all certified training.

The Board is required to assign a certified law enforcement officer assigned as a School Resource Officer, a school safety officer, or a Sheriff-trained Board employee to provide safety and security for each Board campus.

This MOU may be renewed annually upon written concurrence of the parties.

There is no cost associated with the MOU, but funding may be required for allowable expenditures and will depend on the number of specialists trained.
