The 2020 sales surtax renewal program includes funding for roof renewal at Cocoa Beach Jr./Sr. High School. The District awarded Request for Qualifications (RFQ 23-254-Q-HD) for construction management services for the project based to Wharton Smith, Inc. on a design by PBA Design Group, Inc. (RFQ 21-346-Q-DR).

Wharton Smith, Inc. has submitted a Guaranteed Maximum Price (GMP) in an amount not to exceed $5,932,694 under their continuing contract for construction management services for the project. Administration and permitting costs are estimated at $20,000.

The roof replacement project also includes extensive relocation/replacement of chilled water lines (HVAC), extensive relocation/replacement of electrical conduit and supplemental structural steel. Consequently, the cost is significantly more than just a roof renewal project.

Additional administration and permitting costs are estimated at $10,000. The project is funded through 2020 sales surtax. The Independent Citizens Oversight Committee will consider an allocation of additional sales surtax ($4,000,000) to this project at its April 19, 2023 meeting.

Board approval is required for purchase orders over $50,000. The standard agreement template has been used which does not require legal review.

Approve the total construction project budget in the amount of $5,952,694 for the Cocoa Beach Jr./Sr. High School roof renewal project.

Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc. in an amount not to exceed $5,932,694 for the Cocoa Beach Jr./Sr. High School roof renewal project (RFQ 23-254-Q-HD).

Approve an allocation of up to $4,000,000 of 2020 sales surtax for the Cocoa Beach Jr./Sr. High School roof renewal project, subject to ICOC recommendation.
