The Mims Elementary School Cafetorium project includes construction of a new cafetorium to increase dining capacity to serve 750 students, renovation of the existing cafeteria for educational purposes and modifying the parent loop configuration for improved traffic circulation. The project will also serve as a hurricane shelter for north Brevard. The School Board has previously approved the project in the 5 Year Work Program, approved the design contract with BRPH Architects Engineers, Inc. (RFQ 21-63-A-DR) and approved the award of the Request for Qualifications for construction management services for the project (RFQ 22-176-Q-DR) to Wharton Smith, Inc.

Based on the design prepared by BRPH Architects Engineers, Inc., Wharton Smith Inc. has submitted a Guaranteed Maximum Price for the project in an amount not to exceed $6,439,143. This project includes construction of the new cafetorium and the traffic circulation improvements. Fixtures, furniture and equipment will be purchased separately with an estimated budget of $250,000. The renovation of the existing cafeteria will be a separate project at a later date.

The project is funded through capital that has been budgeted for this project through funding a commensurate amount of debt service for north Brevard projects through educational impact fees. Approximately $6.1 million is currently available. Other facility renewal capital can be used temporarily until the upcoming allocation of north Brevard educational impact fees to debt service that will release approximately $600,000 in capital funds for this project. Because the subcontractors are not willing to hold their pricing past the April 12 School Board meeting and there are long lead times for key construction materials, staff is proceeding with the contract approval utilizing other capital as necessary.    Administration and permitting costs are estimated at $20,000.

The standard form of the agreement has been used which does not require legal review. Board approval is required for purchase orders over $50,000.



Approve the total project construction budget for the Mims Cafetorium and traffic circulation improvements in the amount of $6,459,143.

Approve the Guaranteed Maximum Price submitted by Wharton Smith, Inc. in an amount not to exceed $6,439,143 for the Mims Cafetorium and traffic circulation improvements.
